Juvenal Kajelijeli born on 26 december 1951 in Rwinzovu former Ruhengeri prefecture; he was bourgmestre of the Mukingo commune in Ruhengeri prefecture. In 1994, he publicly incited the crowd to commit genocide of the Tutsi population. He participated in the attack, including providing weapons and carrying Interahamwe between the camp Mukamira and massacre sites. On 23 May 2005, he was sentenced to 45 years’ imprisonment and he is serving his sentence in Benin.
